Kuwaitis shouldn't be TOO hard on themselves. I was in Dubai in 1993 and it was very much like Kuwait is now. It's progress is very much driven by it's need to find an alternative for oil which is claimed to be rapidly running out . Also let's not forget that there is no democracy which you and your visitors are proud of having (despite its obvious limitations). Democracy does not always favour rapid development as every argument has a counter argument. Also the greater your democracy the more chance that 'conservative' members of kuwait society will have their say and on the evidence of Saudi you can tell where that will lead. This is the irony of democratic(progressive?) movements; they often face the danger voting themselves into extinction
Dubai HAS made amazing progress but some would argue that it has lost its 'soul'. I would hope that Kuwait could make progress but without the false 'Las Vegas' feel.
