Kuwait Communications Ministry Disconnects Phone Lines

The Kuwait Ministry of Miscommunications, in its usual infinite wisdom and without prior notice, decided to disconnect all home phone lines that exceed KD 50 in charges (formerly it was KD 100). One of my phone lines got hit as well.

No warning. No in-phone cut-off message. No bill (I guess the MOC was too busy busting low income laborers making web calls).

How the blazes are we supposed to settle charges if we don't receive bills or in-phone disconnection warnings? Via telepathy?
