I occasionally bump into public sector decision-makers, almost always discussing issues such as 'lack of development' and 'bureaucracy,' with them concluding 'we are unable to work, there is nothing we can do about it.'
There is actually.
Get out of the way and let's have someone with some backbone assume your position.

"But that would be logical , which is banned in Kuwait"
Heh. True I am afraid.
There are two camps - one camp believes the 'worst is over' and we are in 'an upswing,' the other believes it will get much worse before it gets better.
History has proven that nothing substantial gets done here unless there is some sort of outcry, crisis etc, so I am afraid I remain pessimistic.
I don't think we've hit bottom.
I am not sure we've hit the bottom or not, but what am sure is that we don't have many reasons for a crisis to live long enough to bring out a change.
Damn! Oil does spoil..
